10th Anniversary of the National Chamber of Judicial Officers of the Czech Republic in Prague on 1 November 2011

Ten years ago the judicial officers of the Czech Republic created their national chamber. To celebrate this anniversary, they held on 1 November 2011 a conference in Prague at which the president of the UIHJ, Leo Netten, was invited with Françoise Andrieux, general secretary of the UIHJ

After greeting the presence of the Minister of Justice, the President of the Czech National Chamber Jana Tvrdkova, raised the question of the future of the profession. He announced that the program of the day was precisely to trace its history.
The Minister of Justice Jiri Popipsil then took the floor to congratulate the course of judicial officers during these ten years. "The law is enforced and respected through you. After ten years, we can say that the institution of the national chamber is a success, you are a young profession we will continue to try to improve, "he said.
President Netten meanwhile insisted on the fact that not only enforcement must be guaranteed but also the quality of enforcement and that training is the best way to get there.
For this, Europe provides available tools including through the CEPEJ guidelines that make the judicial officer a multi-tasks professional.
The floor was then given to Lenka Bradakova, President of the Prosecutors. She reaffirmed that the judicial officers belonged to the world of jurists as well as lawyers, notaries and judges. This statement was approved by Martin Vichopen, president of the Bar association who wished many success to this “teenager” profession as he said.
Stanislava Kolesarova, representing the National Chamber of Judicial Officers of Slovakia took advantage of the opportunity that was given to her to thank the UIHJ for its support in the fight to integrate the judicial officer in the Slovak legal system. She said that in Slovakia the enforcement of judgments comes as a real struggle.
The President of the Prague University of Civil Law, Petr Smolik recalled the history of the judicial officers who are as old as laws are. The drawing of a panorama from the Roman law to the present days led him to review the law of infamy on the debtor to the electronic auction of properties while recalling the history of the enforcement of judgments and that of the judicial officer throughout time.
Our Czech colleague Stanislas Pazderka insisted on the enforcement against legal persons including in the American system through examples of case law.
Martina Kasikova, Judge of the Court of Appeal of Prague stated that every year hundreds of new cases concerning enforcement were discussed before the Court of Appeal which reflected a real activity.
The ceremony was closed by Vice-President Prosek who said to look far into the future to continue the development of the profession in the same tradition.
