The speakers of the CEPEJ were Georg Stawa, President of the CEPEJ, Stéphane Leyenberger, Executive Secretary of the CEPEJ, Jean-Paul Jean, President of the CEPEJ Working Group on the Evaluation of Judicial Systems, Yannick Meneceur, Special Advisor to the Secretariat of the CEPEJ, Lidija Naumovska, Statistician Administrator, as well as Estelle Steiner, Press Officer. CEPEJ Board members Ramin Gurbanov (Azerbaijan), Ivana Borzova (Czech Republic), and Noel Rubotham (Ireland), were also in attendance. The UIHJ was represented by its Secretary General, Mathieu Chardon.
Stéphane Leyenberger welcomed the presence of the French and international press. He said the 2016 report presented a novelty compared to the five previous reports. The paper report has been voluntarily reduced by half. However, the CEPEJ has posted a massive database of dynamic and interactive data accessible to all citizens, public policy makers, and professionals and practitioners. The Executive Secretary of the CEPEJ described this new presentation as revolutionary.
Georg Stawa recalled that for over ten years, the CEPEJ seeks to identify best practices, to the attention of authorities, practitioners, professionals and litigants. He explained that in a cycle of evaluation of judicial systems, once the data is collected, at least six months are devoted by the CEPEJ Working Group on the Evaluation of Judicial Systems to analyse and precisely verify all provided data to ensure optimal quality of information. The President of the CEPEJ stressed that the report does not constitute a ranking of countries, and that comparisons only make sense with comparable countries.
Jean-Paul Jean praised the immense collective effort of countries and groups of experts and the contribution of the entire team of the CEPEJ, especially Yannick Meneceur and Lidija Naumovska. "The database is now open and interactive and hundreds of thousands of information are accessible on the Internet, concerning 800 million Europeans, reported Jean-Paul Jean, which represents a considerable progress."
Then Yannick Meneceur presented on the Internet the CEPEJ database. It is now possible to obtain basic information, but also country by country, by selecting the required information. It is also possible to generate histograms, maps, and to self-select any country for tailored analysis. This tool will guide the choice of policy makers to enable them to implement the most appropriate measures, continued Stéphane Leyenberger. He thanked all the experts who worked on the preparation of the report.
Mathieu Chardon welcomed the sixth report on European Judicial Systems. He explained that the work carried out allows professional international organisations such as the UIHJ to guide their work and policies. He cited the example of the UIHJ, very committed to identifying the best practices to build models with the aim to promote them within its member countries.
