The National Association of Professional Process Servers (NAPPS) met in San Antonio, Texas on April 28th – April 30th, 2011 for their 29th annual conference. There were 278 members in attendance at the meeting, including international members from Canada, Belgium, The Netherlands and the United Kingdom

San Antonio is a great city to hold a convention or congress in.  There is a walk around a river that runs in a 3 mile circle.  This “Riverwalk” is set below street level and is lined with shops, bars and restaurants, and a huge shopping mall at one branch of the river.  Most activities for the members in attendance and their families are found in this small, easily accessible area and stay busy late into the night hours.
Before the NAPPS' convention starts, a few members come in a day early for a little fun. A golf tournament is held in memory of Alan Crowe, our late previous administrator, and a softball tournament between the east and west half of the United States. That night a party is held for those in attendance before the real meeting and work starts the following morning.  The final day of the convention a formal banquet is held during which awards are given to those who contributed to the association the past year.
The first day of the meeting is business - President, Jeff Bannister, led the meeting which included a report from all officers and the chairs of each committee summarizing for the members their activities for the past year.  The administrator, Gary Crowe also reported on the activities of the administrative office during the year.  Organized state associations reported next on each of their state's activities on behalf of their local members.  The meeting then turns to new and old business and the election of officers.

Highlights of Officer and Committee Reports
Arbitration & Grievance Committee - Eric Vennes, chair stated that the committee handled 56 cases filed during the year.  This committee takes care of non-ethical and non-payment complaints between members and tries to arbitrate a settlement to handle any problems between members.  If a problem cannot be settled or there is no response from one of the parties, the committee either removes that member from the association or follows through to make sure the agreed settlement is satisfied.
E-Technology Committee - Bob Musser reported that the web site's structure performing well and a company was hired to work on search engine optimization for a 6 month period.  The results will be analyzed by the board at that time.  He also reported that the board had contracted to have an opinion paper written on electronic service, but the opinion paper was 14 pages and had not been published anywhere to date.  This committee's duties are to monitor anything going on in the country concerning technology that could either help or become a detriment to the association and its members.
Legislative Committee - Mike Compton and Larry Yellon are charged with watching legislation in the country and in the 50 states to monitor if there is a problem legislative act that the association must watch or appear to either help the law take effect or kill the law so that it does not take effect.  This committee will also try and introduce new laws in states where process servers need more authority, or help changing restrictive laws.
International Committee - Sue Collins, also a member of the board of the UIHJ, and Fred Blum work to represent NAPPS in regards to the UIHJ and other international associations to stay up to date on what is happening in the world with the profession.  Sue Collins reported on the events of the UIHJ during the past year and upcoming events for members to be aware of - including attendance at the 2012 Congress in Cape Town.
National Relations Committee - Sue Collins, Fred Blum and Gary Crowe reported that relations with the National Sheriff's Association were going well and the committee had attended 2 meetings during the year and had done a presentation at the larger conference of the sheriff about privatizing their civil process and options available to them to accomplish either contracting out this work, or giving the work up altogether.
Public Relations - David Nill reported that this newly formed committee with be trying to get out information and publications concerning NAPPS and its existence, members and objectives throughout the country.


The 2nd day of the meeting is devoted to educational seminars and speakers for the benefit of the members in attendance and their businesses.   This year's speakers discussed business relations with clients, good customer service, conducting business ethically, and how to organize a state association.  These seminars and the day of training fulfill educational requirements for members whose states require yearly education hours to maintain their license as a process server.
A banquet is held the final evening of the conference where the old board steps down and is awarded for their work the previous year.  The newly elected board is introduced was sworn in by the new president - Larry Yellon from New York.   At this banquet a special award is given to an individual whom a small elite committee consisting of those who have won the award in the past is given.  The award is given to the individual that the committee believes has contributed the most to the process serving profession that has not already received the award in the past.  This year's recipient of the “Mac MacDonald Award” was John Perez.  John is the 10th recipient of this award following:  Mac MacDonald, Herb Hoffman, Alan Crowe, Fred Blum, Ron Ezell, Andy Estin, Tom Bowman, Sue Collins, Tony Klein and now John Perez.
The 2012 annual conference of NAPPS will be held April 26-28, in Boston, Massachusetts.
