The UIHJ ties relations with the Russian Legal Academy and the LII

More than 15 000 Students

The UIHJ had come into contact in December 2005 with the Russian Law Academy at the time of a seminar organized in Moscow by the Council of Europe and in which our fellow-member Mathieu Chardon had taken part. In September 2006, new contacts had been taken at the time of another seminar of the Council of Europe, in Irkutsk (Eastern Siberia).
In 1970 the All-Union Institution of Advancing for Law Agents was created in 1970. In 1991 this institution became the Russian Legal Academy of the Ministry of Justice.
The Academy trains specialists majoring in various programs: 
• Jurisprudence with emphasis on state and law; civil law; criminal law and financial legal matters.
• Second degree in law for college graduates
• Post-graduate studies in law (LLM and LLD)
• Pre-college legal education
Academy graduates are automatically licensed to serve as Solicitor, Investigator, Notary, Barrister, Auditor, Prosecutor, Judge, Federal Marshal, Real Estate Registrar and many others.
More than 15 000 students and 6 000 professionals follow the programs set by this academy distributed on the territory of the Russian Federation within its 14 branches.
It is in the branch of Izhevsk (Ural), the Legal Institute of Izhevsk (LII), placed under the direction of Alla Ussiyevitch, that the international conference in which the UIHJ took part was held.

A European Judicial Officer

Several topics were successively approached by the speakers of the Russian Federation: attachment of tangible goods, application of the federal law on enforcement procedures, lodged complaints by natural and legal persons at the time of enforcement procedures, enforcement of legal decisions within the framework of the procedure of bankruptcy, or enforcement procedures on immovable. Roundtables followed one another to discuss these topics. Mathieu Chardon presented the occupation of judicial officer on a European level. The first secretary of the UIHJ evoked the need for a European enforcement agent as regards European standards relating to enforcement of legal decisions. For him, the European enforcement agent must be guaranteeing the rights of the parties. He represents the way of the judge and he contributes to ensure the respect of the rights of defense. In parallel, he ensures the recognition of the rights of the parties through on the one hand the enforcement of legal decisions and on the other hand his ability to carry out multiple activities, at the service of the citizen and the public service of justice. But from his functions, the European enforcement agent is also a regulating agent of economic exchanges. He is also seen as of a legal necessity, an essential element of the European area of justice which induces the need for a harmonized profession in Europe.
In margin of this International Conference, Mathieu Chardon went during his short stay to a training session for judicial officers organize by the LII. He made there a presentation of the occupation of judicial officer in France.
At the conclusion of the conference, Alla Ussiyevitch wished to provide the foundations of a co-operation between the LII, the Russian Legal Academy, the UIHJ and the National school of procedure of Paris. A visit in Paris to concretize this co-operation must intervene at the beginning of February 2009, at the time of the 2nd Training Day organized by the international Training Center of judicial officers.
