In the autumn 2023, the European Bank for Reconstruction and Development (EBRD) has launched a technical assistance project in Mongolia to strengthen the enforcement of commercial court decisions. The project, funded by the European Union, focuses on supporting amendments to relevant legislation, digitising enforcement processes and improving the overall effectiveness of the legal system. The UIHJ, through its First Vice-President Jos Uitdehaag, is participating in this project by providing expertise.

As part of this project, the UIHJ had a successful mission to Ulaanbaatar, Mongolia, from 13 to 17 January 2025. On 15 January 2025, the UIHJ, through its first vice-president Jos Uitdehaag, participated in a conference organised by the Standing Committee on Justice of the State Great Khural (Parliament) of Mongolia, in cooperation with the European Bank for Reconstruction and Development (EBRD), within the framework of a project financed by the European Union. The theme of the conference was “Improving the Legal Environment for the Enforcement of Civil Court Decisions in Mongolia”. The UIHJ has been active in the reform of the Mongolian enforcement system for some time.

The conference was opened by Tsogtbaatar Damdin, Member of Parliament and Chairman of the Standing Committee on Justice, Altangerel Oyunsaikhan, Member of Parliament and Minister of Justice and Home Affairs, Ina Marciulionyte, Ambassador Extraordinary and Plenipotentiary of the European Union to Mongolia, and Veronica Bradautanu, Principal Counsel of the EBRD. Other presentations were made by B. Nyamgombo, Deputy Head of the General Authority for the Enforcement of Court Decisions, P. Zolzaya and H. Baasanjargal, Judges of the Supreme Court of Mongolia, Z. Shagdarsuren, Legal Advisor to the EBRD Project, and Members of the Mongolian Parliament.

The Mongolian government intends to introduce amendments to the Law on Enforcement of Court Decisions at the spring session of Parliament. The UIHJ, through the EBRD project, was actively involved in exchanging experiences, sharing best practices and lessons learned from other reforms.

During the week, further meetings were held with the Minister of Digital Development, Innovation and Communications, Tsend Baatarkhuu, the General Agency for the Enforcement of Court Decisions and the Ministry of Justice. On Friday 17 January, another round table was held with the Mongolian Bankers Association, representatives of the banking sector and non-banking institutions, the Chamber of Commerce, the Bar Association, the Ministry of Justice and Home Affairs, and the General Agency for the Enforcement of Court Decisions and the Ministry of Justice.
