Le 24e congrès international de l’UIHJ approche.
Reporté de mars 2021 à fin novembre 2021, l’UIHJ se prépare avec espoir et optimisme à la prochaine édition de son Congrès international.
L’événement, qui n’a lieu que tous les trois ans, constitue un moment fort dans la vie professionnelle de l’huissier de justice et sera organisé à Dubaï.

L’UIHJ est très reconnaissante envers les cours de Dubaï pour son partenariat fructueux et pour garantir une organisation harmonieuse et un séjour confortable à tous les participants.
Le thème choisi du Congrès, « CYBERJUSTICE, de nouvelles opportunités pour l’huissier de justice », définit clairement les attentes de la profession.
Le monde se numérise à la vitesse de la lumière et la pandémie actuelle de la COVID-19 accélère même ce processus. L’huissier de justice doit considérer l’évolution numérique de la justice non seulement comme un défi mais comme une opportunité ! Une opportunité pour se réinventer !
L’exécution forcée numérique et la saisie des avoirs digitaux deviendront une pratique courante dans un proche avenir. Mais, jusqu’à présent, la législation ne suit pas l’évolution technique !
Il est nécessaire d’introduire des règles concernant l’exécution forcée numérique et la saisie des avoirs digitaux. Ces règles doivent être harmonisées, dès le départ, au niveau mondial. Des solutions au seul niveau national ne seront pas suffisantes. Le monde numérique est transfrontière. Pour cette raison, des réflexions en faveur d’une harmonisation continentale et même mondiale sont cruciales.
Des événements comme notre 24e Congrès international peuvent jouer un rôle central dans ce développement et susciter de nouvelles réflexions. L’UIHJ peut être l’un des pionniers et jouer un rôle de premier plan en rédigeant des présentations de position et en formulant des recommandations dans le domaine de la digitalisation de l’exécution forcée.
La présentation d’un Code mondial de l’exécution forcée digitale, lors du 24e Congrès international de l’UIHJ à Dubaï, constituera sans aucun doute une étape importante de son histoire. Ce sera l’occasion pour l’UIHJ de se distinguer et d’inspirer la création d’une législation nationale dans le domaine de l’exécution forcée digitale, qui serait – dès le départ – harmonisée au niveau mondial.
Sous la direction de David Walker, Rapporteur général du Congrès, une multitude d’intervenants et d’experts contribueront au succès de l’événement dans le cadre d’un programme scientifique qui répondra à toutes les attentes, même les plus élevées.

Le programme de formation de formateurs a pour objectif de développer un programme de formation durable pour les agents d’exécution afin d’améliorer l’exécution transfrontalière des décisions de justice étrangères et de développer un noyau de formateurs certifiés UIHJ pour l’Europe du Sud-Est.

l’Innovation Team (Equipe innovation) de l’UIHJ, qui est un groupe de travail permanent constitué au sein de l’Union internationale des huissiers justice?
L’Innovation Team est devenue au fil des années une sorte de « Think tank » au service du bureau de l’UIHJ et agit auprès de lui comme un réservoir d’idées, voire un laboratoire d’idées !
L’Innovation Team est le groupe qui met en pratique les décisions prises par le bureau de l’UIHJ et ce, dans l’intérêt de l’UIHJ.

La profession d’huissier de justice libérale de Roumanie fête cette année le 20e anniversaire de la création de son Union nationale
Les premiers contacts entre l’UIHJ et la profession d’huissier de justice de Roumanie remontent au milieu des années 1990 par des échanges entretenus avec le gouvernement roumain.

Conférence à La Havane |
| |
Le Tribunal suprême populaire de la République de Cuba organisera en partenariat avec l'UIHJ et le Service fédéral des huissiers de justice (FBS) de la Fédération de Russie et avec la participation de la Conférence de La Haye de droit international privé (HCCH) une conférence à La Havane dans le courant de la deuxième quinzaine du mois de septembre 2021.

The 24th International Congress of the UIHJ is on the starting blocks.
Having been rescheduled from March 2021 to the end of November 2021, UIHJ is looking forward with hope and optimism to the next incarnation of its International Congress.
The event, which only occurs every three years, constitutes a highlight in the professional life of the judicial officer and will be organized in Dubai.

UIHJ is very grateful for the successful partnership with the Dubai Courts, which will guarantee a smooth organization and comfortable stay for all participants.
The chosen topic of the Congress “CYBERJUSTICE, New Opportunities for the Judicial Officer” clearly defines the expectations of the profession.
The world is becoming digitized at the speed of light and the current COVID-19 pandemic is even speeding up that process. The judicial officer should consider the digital evolution in the judiciary, not only as a challenge but as an opportunity! An opportunity to reinvent themself!
Digital enforcement and enforcement of digital assets will become common practice in the near future. But so far, legislation is not keeping pace with the technical evolution!
There is a requirement to introduce rules concerning digital enforcement and enforcement of digital assets. And these rules must be harmonized, right from the start on a worldwide level. Solutions on a state-level only, will not be sufficient. The digital world is cross-border. For that reason, consideration of continental and even global harmonization is crucial.
Events like our 24th International Congress can play a central role in this development and generate further considerations. UIHJ can be one of the pioneers and take a leading role by drafting position papers and making recommendations in the field of digital enforcement.
The presentation of a Global Code of digital enforcement, during the 24th International Congress of the UIHJ in Dubai, could become a milestone in its history. It will be THE opportunity for the UIHJ to distinguish itself and to inspire the creation of national legislation in the field of digital enforcement and which would be – right from the beginning – harmonized on a worldwide level.
Under the direction of David Walker, General Rapporteur of the Congress, a multitude of panelists and experts will contribute to the success of the event during a scientific program which that will meet even the highest expectations.
I look forward to welcoming you to Dubai in November.

The profession of liberal judicial officer of Romania celebrates this year the 20th anniversary of the creation of its National Union.
The first contacts between the UIHJ and the profession of judicial officer in Romania dating back to the mid-1990s through discussions with the Romanian government.

Conference in Havana |
| |
The Supreme People's Court of the Republic of Cuba will organize in partnership with the UIHJ and the Federal Service of Judicial Officers (FBS) of the Russian Federation and with the participation of the Hague Conference on Private International Law (HCCH) a conference in Havana during the second half of September 2021.
