International Conference on the Enforcement of Civil Judgments in Bangkok: The Global Code of Enforcement Underlined by the World Bank

An international conference on the enforcement of civil judgments was organised in Bangkok from 27 to 29 July 2015 by the Legal Execution Department of the Ministry of Justice of Thailand and Asean+3 countries: Brunei, Burma, Cambodia, China, South Korea, Indonesia, Japan, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam.

Françoise Andrieux, President of the UIHJ, and Marc Schmitz, First Vice-President of the UIHJ, represented the UIHJ at the event. Françoise Andrieux presented the Global Code of Enforcement.

The conference aimed to exchange information on laws, regulations, knowledge, experiences and best practices regarding enforcement of civil judgments.

The work was divided into two parts:
- An academic forum in which all Member States of the Association of Southeast Asian Nations (Asean) plus the People's Republic of China, Japan and the Republic of Korea (Asean+3) with the legal profession, academics and representatives of regional and international organizations were invited to participate;
- A restricted meeting with Ruenvadee Suwarnmongkol, Director General of the Legal Execution Department of Thailand (LED) and representatives in charge of the enforcement of civil judgments of the Member States of Asean, of the People's Republic of China and of South Korea intended to share best practices and discuss on common issues and challenges in cooperation area.

In attendance, the World Bank was represented by Dr Heike Gramckow, Acting Practice Manager and Lead Counsel with the Justice, Rights and Public Security Unit in the Global Governance Practice of the World Bank in Washington D.C.

During her speech on the theme of cooperation on civil and commercial law in the context of the realisation of the Asean Community, Ms Gramckow cited the Global Code of Enforcement as a model law for to increase development and promote a practical policy of legal cooperation to improve the enforcement of judgments in civil matters.

The meeting was a success and was perfectly and expertly organised by the LED. The UIHJ is already looking forward to the next International Congress of Judicial Officers to be organised in Bangkok in 2018!
