Notre confrère Moussa Sarr s’est éteint prématurément le 29 juillet 2004 des suites d’une longue maladie. Ses amis et collègues africains lui rendent un poignant hommage.

A rising star has fallen in Ohada

Moussa Sarr, legal officer and Vice President of the Senegalese National Order of Judicial Officers and Ufohja Speaker passed away on ....2004 in Dakar (Senegal).

Indeed, Moussa Sarr, was, for African judicial officers and in particular those in Central and Western Africa, a man of great standing for whom we all had the highest of expectations for the future of training on our continent.

Discreet, always amenable but efficient at the same time, our colleague stood out immediately during the first major IUJO meeting on African soil, here in Dakar and subsequently in those held in other Ohada member countries.

Mr. Yacine Sene, Vice President of the IUJO, showed him the ropes during the first IUJO meetings and, being an intelligent man, he rapidly adapted to his function as the Senegalese delegate. In less than a year, his was a familiar face to us all.

“Guardian Angel”, is the affectionate nickname that we gave him, as is the custom in Africa. This name was chosen because of his numerous qualities, in particular his loyalty and fidelity to Yacine Sene.

What can I say about his passion for training judicial officers?

His enthusiasm for it was quite simply, remarkable.

It is therefore no surprise that President Jacques Isnard made him the leader of the Scientific Committee in charge of setting up the numerous projects for creating uniform acts for Ohada. And that was only three months ago, in May...

Sadly, the illness he was fighting so courageously, with the discretion that characterised him during his brief time with us, finally got the better of him.
Like the wolf, as described by the famous poet, he fell clutching the weapon with which he had fought so valiantly, without a cry or groan.

Our guardian angel is no longer with us.
It is true, a star has fallen.
His memory will live on.

Honoré Aggrey,
Permanent Secretary of the IUJO in Africa,
Central and Western zones.
