The UIHJ is organizing on 18 and 19 October 2012 in Nicosia (Cyprus) with the National Chamber of Judicial Officers of Greece and the Association of the Judicial Officers of Cyprus an international symposium on the topic: "The Service of Documents, Essential Element of the Right To Information of the Litigant "

Since its inception sixty years ago, the service of judicial and extrajudicial documents by a judicial officer is at the heart of the purpose of the UIHJ.

The UIHJ worked on the creation of the Hague Convention of 15 November 1965 on the service of documents abroad of judicial and extrajudicial documents in civil and commercial matters.

The service of judicial and extrajudicial documents is a key element of legal certainty in the area of freedom, security and justice in the European Union.

For years, the UIHJ encourages countries to entrust the service of judicial and extrajudicial documents to judicial officers, the only independent legal professionals who can ensure total security and subject to a full and complete liability.

During the official opening of the European Judicial Network in civil and commercial matters (EJN) in December 2002 in Brussels, the UIHJ was already invited by the European Commission to submit its comments on the application of Regulation (EC) 1348/2000 of 29 May 2000 on the service of documents in the EU.

The UIHJ participated in all meetings organized by the European Commission and the EJN on the revision of Regulation 1348.

At the occasion of the symposium held in Sibiu (Romania) in 2009 to celebrate the tenth anniversary of the European Council of Tampere, the UIHJ has developed a draft EU directive of a harmonized document initiating proceedings.

Regulation (EC) 1393/2007 has entered into its revision phase.

The UIHJ intends to continue its actions to achieve greater effectiveness and greater security with regard to the service of documents in the European judicial area, a goal that can only be achieved by a service of documents carried out by an independent and liable professional: the judicial officer.

This mission was entrusted to the Council of the European Presidents of the UIHJ through its Stobra 2 project: "Harmonizing the Cross-Border Service of Documents in civil or commercial matters in the European Union."

This project was launched during the Council of the European Presidents of the UIHJ in Constanta (Romania) on 5 September 2012.

The UIHJ is now organizing on 18 and 19 October 2012 in Nicosia (Cyprus) with the National Chamber of Judicial Officers of Greece and the Association of the Judicial Officers of Cyprus an international symposium on the topic: "The Service of Documents, Essential Element of the Right To Information of the Litigant ".

On this occasion and in the framework of the action plan implemented by the Council of the European Presidents, a regional participative conference is organized on the Stobra 2project.
