The Union has a tripartite working structure

The international congress
As the Union's supreme body, it comprises of all officers of Court that are under the authority of the national chambers or their associations. Its resolutions are mandatory and the congress is held every three years.

The permanent councils
The permanent council is the highest authority of the Union after the congress and its role consists of enforcing the resolutions passed at the congress. Each chamber or national association is represented on the permanent council by one or more delegates.
For voting purposes, each delegation is allotted votes in proportion to the number of officers of Court it represents in its country.
A plenary permanent council is held each autumn at UIHJ headquarters. Permanent sectoral councils or intermediary intenational conferencesare held, each year.

The bureau
This is the executive body charged with implementing the decisions made by the congress and the permanent councils. It is made up of 11 members, of whom at least 3 must belong to delegations from different continents.

It comprises:
  • 1 Chairperson
  • 1 senior Vice-Chairperson
  • 2 Vice-Chairpersons
  • 1 Treasurer
  • 1 Assistant Treasurer
  • 1 Secretary
  • 1 Assistant Secretary
  • 3 Affiliate Members

The Union's membership comprises of:
  • Full members
  • Observer members
  • Co-opted members
The UIHJ is also linked with non governmental organisations via co-operation agreements. Membership criteria are limited to simple formalities (contact the secretariat for information). The Union is funded by subscription payments made by the full members and by extraordinary revenue such as subsidies and the sale of articles. The subscription payment is calculated on the basis of the number of officers of Court practising in each country, on the one hand, and the criteria specific to the economic situation of the member organisation, on the other.

Conferences on international law, on the role of the Union, on the work of the process server and on a comparative study of different countries' legislation in terms of judicial law and enforcement procedure are organised on each of the continents represented by the UIHJ.
