1st International Forum of the judicial Officers in Oran on 6-7 February 2010

The National Chamber of the judicial officers of Algeria and the Regional court of the judicial officers for the Western area organized in Oran on 6 and 7 February 2010 the 1st International forum of judicial officers, under the high patronage of the Minister for justice of Algeria, Tayeb Belaïz, with the support of the UIHJ, on the topic “the judicial officer, a professional at the service of the State, the law, the economy and opened to progress”.

The event enjoyed the prestigious patronage of the President of the Republic

Several high ranking foreign delegations were invited to talk in the debate, most notably Morocco (Mr. Saïd Bouramane), Tunisia (Mr. Mourad Skander) and France (Mr. Fredy Safar).
The IUJO quickly put forth a delegation made up of Mr. Jacques Isnard, the president, and Mr. Bernard Menut, his secretary.
The event enjoyed the prestigious sponsorship of the President of the Republic, Mr. Abdelaziz Bouteflika.
The most esteemed heads of state gathered together for the inauguration, among them, Mr. Abdelaziz Belkhadem, Minister of the State and Minister for Foreign Affairs, Mr. Tayeb Belaiz, Keeper of the Seals and Minister for Justice and Me. Mohamed Chérif, President of the Algerian National Chamber of Judicial Officers.

A vested interest in the profession

Mr. Belkhadem knows the profession well. It was he himself, in 1990, who proposed the law on sanctioning judicial officers during his term as President of the FLN (Front de Libération Nationale) parliamentary group. In his opening address, the Minister expressed his satisfaction with the progress being made by the judicial officers, who are always open to the outside world and prepared to adapt to external constraints. The minister also expressed his support for the establishment of new statutory provisions which will allow judicial officers to adopt an economic role.
Mr. Belaiz, Minister for Justice, is to confirm the State's willingness to award our Algerian colleagues a higher status upon revision of the initial text and refinement of the draft bill of 1991, harmonising it with the National Chamber.
In addition, the Minister for Justice showed his support for the initiative by encouraging professionals to collaborate in the training of better skilled and more knowledgeable judicial officers.

An International Process

President Chérif reassured the two ministers by announcing both the integration of the Algerian Union into the international system, “IUJO - Euromed”, that unites judicial officers on both sides of the Mediterranean, and the creation of a national institute for judicial officers.
Jacques Isnard confirmed the initiation of this project, which is supported by Bernard Menut, who, on behalf of the National School of Procedure of Paris and the French National Chamber, announced the imminent agreement between the IUJO and the CNHJ in France (ENP Paris) and the Algerian Chamber. It proposes the training of a group of Algerian judicial officers who will, eventually, themselves train their colleagues on site (teacher training project).
Throughout the day, numerous topics for debate were presented: the Hague Convention of 1965, the role of judicial officers in global transformation, the status of the Algerian judicial officer.
The IUJO commends the promising initiative of the Algerian National Union and expresses its approval for the training activity, instigated by President Chérif.
