Twinning between two regional chambers of France and Algeria

On 3 September 2005 in Algiers (Algeria), a twinning ceremony took place between the Regional chamber of Outer Paris (France) and the Regional chamber of the Centre (Algiers)

It is with great solemnity, in the entrance hall generously lend by the Minister of Justice, Keeper of the Seals, that took place the formal signature session for the twinning convention between Parisians judicial officers of the Regional chamber of judicial officers of Outer Paris and their Algiers colleagues from the Regional chamber of the Centre.
This event, placed under the high patronage of the Minister of Justice, Keeper of the Seals, and UIHJ, was placed under the chair of its president, Jacques Isnard.
Facing the highest authorities of the Ministry of Justice, amongst whom were noticed, along with the Director of the Minister of Justice cabinet, Mr. Dib, General Secretary of the Ministry of Justice, Mr. Amara, Director of the Judicial Services, Mr Sarahoui, General inspector of the Judicial Services, the two regional presidents, Frédy Safar and Djane Hamed Sid Ahmed, were present. Each in turn, they soon affixed their signatures on the convention, written both in French and Arab, materialising their mutual friendship and the co-operation partnership between colleagues from two great capitals.

A former French president... from Algiers

In his speech, Frédy Safar, former president of the French National chamber of judicial officers, but also a native of Algiers, recalled with much emotion the long way accomplished since 1994 - when Algeria joined UIHJ - to the present day reaching this solemn moment where judicial officers from Paris and Algiers were mixing mutual feelings of brotherliness and friendship.
He paid his respects to the Algiers craftsmen who were at the initiative of the meeting, with a special mention for President Djane and Mohamed Darbeida. He also thanked the authorities and the Minister of Justice for the kind attention with which he made this operation happen.
President Djane declared himself deeply touched by the marks of attention made by the Minister of Justice for the event - the first in the history of UIHJ - and rejoiced that the process started long ago by President Safar could reach such an ending with the signature of this twinning convention.
Mr Djane also underlined the importance of such an engagement with regards to the evolution in Algeria, specially pertaining to the reform of the judiciary and international relations.

The bringing together of two chambers


In his conclusion, the president of the Regional chamber of the Centre insisted in the outstanding role played by UIHJ and its President Jacques Isnard in promoting the bringing together of the two chambers and making this event a success.
The ceremony was closed under the many applauses of the audience, amongst which featured Jean-Loup Garnier, Secretary of the French National chamber of judicial officers, representing President Martin, Jacques Bertaux, former president of the French National chamber of judicial officers and Patrick Sanino, member of this organisation, as well as around twenty judicial officers from Paris and its region.
From the Algiers side, we noticed the presence of Mr Darbeida, Mr Bousmaha, President of the Managing board of the Algerian school of procedure, as well as many colleagues.
But the last applauds were aimed at President Safar, who appeared both deeply touched...and proud of his work.
