The time is 11 o’clock in the morning in the conference rooms of the Novotel Hotel, Dakar. Mr Sérigne Diop, Minister of Justice, has just concluded the opening speech of the 4th International Seminar in Dakar.

Unexpectedly, the Minister remains at the microphone and after a short pause he slides a piece of paper from between the pages of his speech and asks for silence.
 
The room is immediately hushed while in the first row the most senior State figures  listen attentively and everyone realises that the Minister is about to make an important declaration:
 
"Mr Jacques Isnard, as a result of exceptional services rendered to our country and also to the African cause, in the name of the President of the Republic and by virtue of the functions conferred upon us, we appoint you as Officer of the National Order of Merit"
 
After the prestigious honour has been fixed onto Mr Isnard's chest the ceremony draws to a close.
The surprise is absolute since nobody, apart from Mr Sene Q.C., appeared to know that this honour was going to be presented.
 
President Isnard, stunned and clearly very emotional, manages to convey his pride and honour at having been so distinguished by the Head of State.
 
"This distinction is a symbol that translates the recognition of the efforts and commitment made for the cause of law and justice by the UIHJ, Mrs Yacine Sene Q.C., and our colleagues in Senegal and all the African States of the sub-region".
 
It also represents a mark of esteem towards our entire organisation, which can be proud of the work that it has achieved while remaining aware of the importance of continuing what has been begun.
Surrounded by a crowd of those eager to congratulate him, Mr Isnard Q.C. made a further comment: "the most rewarding aspect is without doubt the friendship that my African colleagues have shown in sharing this honour with me, as this medal is as much theirs as mine".
