UIHJ at the 2nd seminar of the francophone notaries, in Libreville
On 2 and 3 December 2004, Libreville greeted the 2nd seminar of the francophone notaries, as well as the 16th Conference of the African notaries.
Representatives of 17 countries convened at the Hotel Okoumé Palace, when, under the chair of the Didjob Divungi Di Ndinge, Vice-President of the Republic, the Congress was opened in the presence of:

Ohada and EU: mechanisms for harmonisation
The theme chosen by the Association of Francophone Notariat: “Ohada and European Union: mechanisms for harmonisation” was the occasion for the 14 speakers to develop three major themes around the questions of Commercial Law, cross border problems, and the legal securing of investments.
The debates where placed under the chair of the permanent secretary of the African francophone Notariat and Mr jean-Paul Decorps, president of the Association of the Francophone Notariat. It gave the opportunity to the participants to appreciate the high quality of the speakers. Through the federative movement initiated by the Ohada Treaty, evidence was shown that the mechanisms of French and African Notarian systems have many similarities. Furthermore, the debates gave way to an exchange of ideas between two continents, as shown with the interventions of Mr B. Dicko and Mr Leger, Judge and magistrate at the Common Court of Justice of Ohada, and the conference of Jacques Isnard, president of UIHJ regarding the European enforcement title.
The achievement of Gabonese Notaries
The seminar was marked by the seal of other talented contributors, such as Mr Jacques Godefrain, former French minister of Co-operation, Mr Gourio, director of legal affairs BNP Paribas, Mr. Pasqualis, Notary in Venice, as well as various representatives of the Notariat (Mr Ichola from Benin, Mr Touré from Mali and Mr Goussard from France).
The delicate task of the final report was devoted to Philippe Tiger, professor at the University of Tours (France), who, in the very short time he was allowed (like every other intervention !), managed to point out the excellent health of the Francophone and African Notariat.
We will remember the high standard of the work achieved by the minute but very efficient community of the Notaries of Gabon, with only six Notaries for the whole territory of Gabon.
There is no doubt that, according to the President Decorps, the association of the Francophone Notariat has great ambitions that future meetings will undoubtedly unveil.
