The UIHJ attends the National Sheriffs Association Conference in Washington DC

Sue Collins, member of the board of the UIHJ, attended the Winter Conference of the National Sheriff’s Association (NSA) on January 19rd – 22th 2010 in Washington DC

Fred Blum was in attendance representing NAPPS. The committee which oversees the service of civil process is the Court Security Committee  - Now titled the Court Security and Civil Process Committee.  The current President of the NSA, Sheriff Zaruba sits as Chair of this committee.  The committee is attended by the committee members along with representatives from the Federal Marshall's office and the Federal Bureau of Investigation.  NAPPS and the UIHJ have been given seats to observe and comment, but no vote on the committee at this time.

The committee discussed many issues, but the topic of concern to this report was the discussion held about the upcoming Congress in Los Angeles in June of 2010.  Fred Wilson, the coordinator for the NSA suggested that a seminar be held at the Congress discussing the privatization of jails.  Sue Collins suggested that at the same time they might consider adding the topic of privatizing the civil division of the sheriff's offices also.  She suggested that the UIHJ could hold the seminar and give the sheriffs interested ideas on how to privatize or outsource their civil process and either give it up completely, or outsource the work and maintain control if that was their preference.  Some members of the committee voiced their concern that the sheriffs are giving up some of their mandated authority and that this was a dangerous precedence.

Fred Wilson later contacted Sue Collins during the conference to discuss the seminar. She suggested that maybe the seminar could also suggest ideas for those sheriff's departments that did not want to give up their civil work completely, but wanted to maintain some type of control over their civil work.  Fred Wilson agreed that would be a good idea.  He asked that Gary Crowe, Fred Blum and Sue Collins submit a request to conduct a seminar at the upcoming Congress to cover options for United States Sheriffs interested in outsourcing their civil process. Sue Sollins have completed the paperwork and submitted a request to conduct a seminar titled: “Sub-contracting Your Civil Process” with a brief description outlining the seminar subject matter.

More news will be given with the next report on how well the seminar was received and attended after the National Sheriff's Association Congress in June.
