UIHJ Present in Ukraine for the Training of Judicial Officers
On the basis of a training program prepared by the project financed by the European Union “Improvement of the functioning of the Judicial System in Ukraine”, Bernard Menut, 1st Vice-President of the UIHJ, was involved in the training of a group of Ukrainian judicial officers in Kiev from 19 to 12 October 2009

Deep Changes for the Ukrainian Enforcement Agents
The Ukrainian enforcement agents are State civil servants and their statute should evolve to a more independent system. The country prepared (in particular with the support of foreign experts) a draft amendment of the statute of enforcement agents in Ukraine. This document has not yet ended its legislative journey, and taking into account the presidential elections to come, it is likely that no evolution will occur before spring 2010.
Nevertheless, change in on the way and probably with no turning back, and Ukrainian enforcement agents should go through deep changes within the following months.
The education task to which the UIHJ experts have or will take part sets in an accompaniment of the change, and a sensitizing of the professionals to the various systems of execution of legal decisions in Europe. Thus training sessions will also take place with experts of the UIHJ originating from Bulgaria and Latvia.
Towards the Membership of the Ukraine at the UIHJ
Besides this education/sensitizing task, close contacts were tied by the 1st vice-president Bernard Menut with the Ukrainian leaders in charge of the evolution of the system of execution of legal decisions in the country. The latter appeared particularly anxious to profit from the help of the UIHJ and its expertise, but they also wished to send a delegation of observers to the permanent council of Paris in November 2009, with for objective, to join the rows of the Member States of UIHJ.
As a conclusion, in the East, the evolution of the system of execution of legal decisions continues, with the integration of European standards. The Ukraine could thus be the seventieth member of the UIHJ well.
