Conference of the presidents of the Central, Eastern and Baltic States - Paris

The conference of the presidents of the national Chambers of the Baltic States, as well as those of Central and Eastern Europe which met in Paris on July 20 gathered the representatives of 8 countries (Hungary - Poland - Czech Republic - Romania - Slovakia- Slovenia - Latvia – Lithuania)

Numerous points of convergence

This great confrontation made it possible to establish an overall evaluation of the state of the profession in this continental zone.
The many exchanges resulted in observing that the project, which appeared, little time ago still, of a disproportionate ambition, and consisting in wanting to create from scratch a body of harmonised judicial officers on the basis of liberal statute, is a reality today.
The judicial officer is European and exists everywhere, including in Romania and Bulgaria. Such was to be the conclusion of the members of the conference.
Obviously, the situation develops at different speeds according to the countries. It is certain that in Hungary, for example, where the judicial officers appeared here 12 years ago, the profession is structurally more advanced than in Latvia or in Bulgaria, where the implementation of the liberal statute of the enforcement agent answers is more recent.
Nevertheless, the points of convergences are numerous. Thus the economic sector of the activity of the judicial officers has to cause a great number of intervention illustrating, for the majority, the concerns of the judicial officers as for the treatment of the workload obviously in reduction or threatened by the inclinations of some governments favourable to the modification of the terms of territorial competence and to the increase of the number of judicial officers.

An ambitious project of extension and diversification of the activities of the profession

For the most serious cases, the assistance of the UIHJ was requested to go in the concerned countries in order to meet there the governmental and legal authorities.
President Isnard, in a very nearby register, presents the first elements of the great - universal - project, of extension and diversification of the activities of the profession.
The operation which concerns all the judicial officers, whatever their countries will be launched in the first days of August.
A first stage is planned for a synthetic study at the November permanent council in Paris.
The assembly of the presidents did not fail to reconsider the various aspects of the congress of Washington from which it praised the quality of work and the interventions as well as the perfect general organisation.
While considering the issues from the Washington congress, the board of UIHJ gave a report on the excellent repercussions in particular with the World Bank and the actors of various legal branches in the United States.
Lastly, the heads of delegations were to decide to create, to the likes of “UIHJ Euromed”, a new entity suitable for the geographical profile of the present countries.
The legitimacy of this new organisation called “UIHJ Euro Danube” will be subjected to the approval of the next permanent council. UIHJ Euro Danube should thus focus within the Union, on a scientific and statutory level, the identity of the concerned States.
