General Assembly of the Bulgarian Chamber of Private Enforcement Agents on 28 January 2012 in Sofia
On 28 January 2012, the Bulgarian Chamber of Private Enforcement Agents (BCPEA) held its regular annual election general assembly. Honorary guests of the forum were the Chairman of the International Union of Judicial Officers (UIHJ) Mr Leo Netten and Secretary of UIHJ-EuroDanube Mr Juraj Podkonický

The official event was attended by representatives of various Bulgarian institutions, whose work is directly connected with the activities of Private Enforcement Agents (PEAs).
At a special press conference held on the occasion of the Chamber's General Assembly representatives of all national media in Bulgaria were present. The Chamber's Chairman Mr. Georgi Dichev presented a report on the performance of Private Enforcement Agents (PEAs) in 2011 and an analysis of their activities and achievements for the entire period since the inception of the Bulgarian Chamber of Private Enforcement Agents (BCPEA) (26.11.2005). The Chairman of the UIHJ Leo Netten said that Bulgaria is among the best examples of reforms in debt recovery. "The differen
ce now compared to 10 years ago is from hell to heaven," he said. And Mr. Podkonický added: “Your direction is right. Keep on working for high level of computerization and electronisation of your activities. This should be in the focus of your next priorities!”
During the meeting, members of the Chamber elected new governing bodies. The new chair of the Chamber's Council is Mrs. Valentina Ivanova - a private enforcement agent from Sofia, a colleague with rich experience and proven reputation in the profession and until now chairing of the Control Committee with the Bulgarian Chamber of Private Enforcement Agents (BCPEA). She was elected by a large majority of the votes. Under the law, former Chairman Mr. Georgi Dichev is not entitled to run for another 3-year term, so he was elected Chairman of the Control Committee. The Disciplinary Committee is headed by the Chamber's former deputy Chair, Mrs Elitsa Hristova - Tsebova.
"We will continue our current policy to ensure efficiency, legitimacy and transparency in private law enforcement, while maintaining constant dialogue with government institutions, businesses, citizens and media," said Mrs. Valentina Ivanova and added: "We will extend our purposeful efforts to maximize the electronization of enforcement procedures in the spirit of modern European and global trends. The main priority of the Chamber is to ensure that all information on debtors and enforcement actions such as foreclosures and injunctions are processed entirely in an electronic way."
For six years now, Georgi Dichev has conducted the profession from a State employed status to a liberal private status with a great level a competence and efficiency. His great work and energy should be underlined and acknowledged by the UIHJ. We congratulate the new board and its new chair President Valentina Ivanova and wish for the continuation of the works engaged.
