On 29 September 2005, in Montreal, the new building of the national chamber of judicial officers of Québec was installed in the presence of Jacques Isnard, president of UIHJ and in front of representative from Quebec and other European countries

An international launching celebration
This event happened on Thursday, September 29th, 2005 prior to several colloquium duly inscribed inside those inaugural activities. This new building recently acquired on Henri-Bourassa west, in Montreal was carefully found by our fellow-member André Mathieu and which amply seems to meet their immediate needs. This inauguration of the new House of Judicial Officers was done in the presence of several guests and dignitaries of which several Quebec's judicial officers participated but also several came from several parts of Europe of which: France, Belgium, Switzerland, Poland, Slovakia and even of Hungary. Several of the foreign delegates also attended the two conferences which lay within the scope of these inaugural activities. Also, let us specify that some other delegations namely of different countries of Africa had also proceeded to assist to it but unfortunately were unable to be part of for reasons connected to obtaining visas.

Celebrating the tenth anniversary of two National chambers of judicial officers
At the time of this inaugural ceremony at the « Maison des huissiers » in Montreal, we must note the handing-over of a medal that was publicly given to our fellow colleague André Mathieu by Dr. Júdr. Ladislav AGH, president chairman of the Slovak judicial officer's corporation. Also, let us specify that the «Slovenská Komora Exekútorov », like the Chambre des huissiers de justice du Québec celebrated also its tenth anniversary this same year. This inaugural medal of its 10th birthday was thus given to him in recall of the first stakes posed by the UIHJ with this country and of this friendship which is remained and which goes up at the time of regretted president Baudouin Gielen. We have to know that this happy initiative of the UIHJ at this time with this country of the old Eastern block had put forward the importance of a liberal system of judicial officers after the fall of the Berlin Wall happened in 1989 when our fellow-member André Mathieu and President Gielen had gone there for those specific purposes. Still today, our deputy secretary André Mathieu preserves constant contacts with namely Ana Lamperová from the Slovak Government now acting has an ambassador at the European counsel and also in particular with professor Alexandra Krsková of the Faculty of Law at the reputed Slovak University of Trnavská where he went again this year.
Let us specify that the inauguration closure of the « Maison des huissiers » in Montreal was done by several speeches along with the remittance of many souvenirs from the UIHJ to President Aidans namely a Québec flag for the exterior use of this new building, a UIHJ medal along with a crystal globe and a small UIHJ plate given by Me Jacques Isnard for that new inaugural building in the presence of an attentive crowd. Finally, the revealing of another mural plate whose text was read by president Jacques Isnard, then officially carrying the title of doctor in law "honoris causa" of the university Mateja Bela of Banska Bystrica which was obtained since a few days only at the time of his passage in Slovakia in regard also with the festivities of the 10th anniversary of the Slovakian chamber of judicial officers. This official title given to our UIHJ President Me Jacques Isnard is the most scientific rank conceded by a university in that country.

General information about judicial officers of Quebec
It should be specified that within the professional systems in Québec, even in the Canadian anglo saxon provinces, the judicial officers practicing in Quebec have a single statute in the Quebec professional legal system since this last officer is duly recognized has a public and ministerial officer just alike the notary. In all the cases, they acts under the terms and the power for which the State delegates it to them. Therefore, they cannot exert it without holding a licence of practice duly delivered by their Corporation, to wit: The Chambre des Huissiers de justice du Québec and duly registered has such on the board of members.
One of the main conditions essential for the delivery of the licence of practice to a judicial officer trainee is that he must complied with a mandatory clericature having be sponsored by a professional judicial officer of at least 10 years of practice. He must be in possession at the base of a diploma in the field of law duly recognized by the authority or judged equivalent in particular when he possess a diploma obtained outside Quebec, such as an institution where the common law is learned in particular in one of the provinces which are neighbourly to them, such as Ontario. Also, let us recall that this mandatory cléricature for all trainees will be followed by several theoretical and targeted courses given by the permanent training service of the Chambre des huissiers de justice du Québec and will have to be sanctioned by a final examination. At the time of this inaugural ceremony, the Chambre des huissiers de justice du Québec celebrated its 10th anniversary of its accession to the professional code and the professional systems since the latter October 1st, 1995 where all judicial officers integrated part of the professional system in Quebec as well as the 44 other Orders practicing under the supervision of the Office des professions du Québec .
Let us stipulate that the Quebec court judicial officer's must exerts their functions in an impartial way and does not have to hold account of any intervention which could influence it in the exercise of their professional duties facing prejudicial damages of any kind to the parties involved. In regard with this chapter, the Order has thus for principal function to ensure the protection of the public. For this purpose, the Chambre des huissiers de justice must in particular control the exercise of the profession by its members (the pairs) and has for this specific purpose a syndic and also a service providing professional inspections. Let us recall that the professional acts of the judicial officer in and within the Province of Québec consist generally but not exclusively with:
• Services of any procedural documents emanating from any court: (actions or requests at law);
• To carry out all court decisions: (judgement, seizure, sale in justice or under control of justice of all movables or real properties, eviction, puting under sequestration, legal biddings & legal tenders, etc.)
• To carry out material observations at the request of a court or a private individual: (being a written description of an event or a situation being able to be useful to a magistrate in Court alike any element of proof);
• To amicably recover a sum of money at the request of a customer under some conditions;
• To obtain the legal handing-over of a good (repossession) or even on a volunteer base of any good but this last under some conditions;
• To servicing any letter of demand or any other document at the request of private individual wishing to hold the best proof establishing the handing-over to its recipient in accordance with the laws of Quebec, such as the documents presented in front of the Régie du logement ( a housing control tribunal), etc...
