During a forty-five minutes hearing granted at the presidential residence, Serzh Sargsyan expressed to Leo Netten his belief that his visit would strengthen the links between the UIHJ and the Compulsory Enforcement Service of Armenia (CESA) and contribute to develop cooperation between the two institutions. Noting that throughout its long period of activity, the UIHJ had acquired a deep expertise and experience, the President of the Republic of Armenia stressed the importance of the exchange of experiences and the efforts of the UIHJ to improve the skills of judicial officers. He noted that Armenia has implemented many reforms in various fields, including the judiciary, and, as such, his country's interest in the work of the UIHJ and study of best practices in enforcement in Europe.
For his part, Leo Netten thanked President Sargsyan for his hospitality and his very positive words about the work of the UIHJ. President Netten welcomed the significant progress made by the CESA since its inception. He assured that the UIHJ will continue its cooperation with the CESA and stands ready to assist, if necessary, to any matter relating to enforcement. This high level meeting demonstrates once again the place of UIHJ internationally. The event was widely relayed in all media.

The official ceremony of the 15th anniversary, perfectly organized, was held on 16 May 2013 in Yerevan Opera House, attended by 1,200 participants, including many authorities. Besides the President Netten, we noted the presence of delegations of national chambers of judicial officers of the Czech Republic Estonia, Georgia, Latvia, Lithuania, Moldova, the Russian Federation and Sweden. During an event characterised by a great ceremonial punctuated with parades, ballet and music, three speeches were made respectively by Mihran Poghosyan, Director of the CESA, Hrayr Tovmasyan, Minister of Justice of Armenia, and Leo Netten. All media were present and helped highlight the importance of the event. The first contacts with Armenia were taken ten years ago during a mission organized by the Council of Europe in which the UIHJ took part. In recent years, relations have become regular. We can now expect that Armenia soon join the ranks of the members of the UIHJ.
