Such was 2004…
The finished year will be remembered as one of the most eventful UIHJ has ever known.

The secret of this achievement lies within the tight co-operation and the great collective work you should be proud to have been a part of.
2004 should also have ended up in triumph with the signing on 17th December of the Co-operation charter that entered the membership of Thailand - first Asian country - to UIHJ.
Unfortunately, our Thai friends that we had the honour and pleasure to host, linked us only days after this historical event, by a merciless twist of fate, in the heart of the tragedy that has staggered the whole world.
By solidarity, mourning and respect for Thailand and also its neighbours victims of the disaster, the board of UIHJ has decided to invite the presidents of national chambers, orders or associations of enforcement agents, during events that would occur in their country in January 2005, to respect a minute of silence for the memory of the victims of the tragedy of South Asia.
I am grateful to you, by this gesture, to permit UIHJ - if not by a contribution of another nature - to show its deep solidarity towards those who are today surrounded by pain and suffering.
