Training seminar in Phuket – 31 March – 1st April 2005
Co-operation in progress between Thailand and UIHJ
The recent dramatic events that cast doom over the populations of South East Asia and Thailand have not eroded the will of our Thai friends to organize a training seminar in Phuket. This meeting, as a result of the adhesion of Thailand at UIHJ, was decided in December 2004, during the signature of the Co-operation Charter signed between the Enforcement Office of the Ministry of Justice of Thailand and the UIHJ.
More than 60 colleagues from all the area, as well as banks representatives attended this seminar which theme was : “the benefit of new enforcement procedures for businesses”.
The opening ceremony was conducted by Mr Kraisorn Barameeauychay, general director of the enforcement department at the Ministry of Justice of Thailand and by UIHJ president, Jacques Isnard, and started with a vibrant invitation for the Thai colleagues to realize the importance of a reform towards the abandon of the civil servant status in favour of a liberal model inspired by the French model.
The seminar, lead by representatives of the French National Chamber of Enforcement Agents, Francis Guépin, Paul Rochard, Dominique Abadie-Aribaut, Stéphane Gensollen, spread through a wide range of topics and various discussions were engaged on subjects such as the status and ethics and the activities of French enforcement agents: “an enforcement agent, what does he do ?” Enforcement procedures were also at stakes during an open exchange on securities and the judicial sell of immovable. Lastly, the international field was mentioned, specially the exequatur procedure.
At the term of the seminar, and in the light of the pursuing of a reinforced co-operation between UIHJ and Thailand, the visit of the first Thai enforcement agent on a training scheme in France has been arranged at the end of spring. At the same time - as a more ambitious project - the director of enforcement in Thailand and the president of UIHJ decided to implement a project towards the organization, early 2007, of a world seminar on enforcement.
