10th anniversary of the Hungarian National Chamber of Enforcement agents

Special guest at the annual congress organised by the Hungarian National Chamber of Enforcement agents, Mr. Mykola Shupenia, Ukrainian Deputy Justice Minister, was without a doubt the star of the protocol session of the 10th congress which coincided with ten-year anniversary of the existence of the profession of enforcement agent- in a liberal capacity- in this country.

To mark this event, the Hungarian Chamber decided to give the opening session a distinctive protocolary feel by inviting, amongst others, the Ukrainian Deputy Justice Minister and Mr. Istvan Somgyvar, Secretary of State for the Hungarian Ministry of Justice with the Public Administration division - a delegation from the Romanian National Chamber of Jucidial Officers represented by the President Mihai Ducu accompanied by Mrs. Valéria Puiu, Director of Professions with the Ministry of Justice and finally, Mr. Jacques Isnard, President of the IUJO.
 
A National Chamber for International Affairs

President Krejniker, President of the Hungarian National Chamber, gave a brief history of it, explaining how, in 1994, the profession transformed from a public to a private regime.

He then outlined the stages that brought the Hungarian enforcement agents to their present standing, highlighting the position of the last remaining civil enforcement agents left in the country “to whom it would be nice to lend a hand”.  On a legal basis, the profession still faces reforms to be made on property and building legislation (“there's a mafia that needs to be eradicated”). Other projects include the mastering of foreign languages, the creation of an auctioneer's hall and the acceleration of measures to review fees. Finally, President Krejniker highlighted the international work being carried out by the Hungarian Chamber whose influnce extends far beyond its borders. The presence of the Ukrainian Justice Minister and the Romanian delegation was symbolic of their involvement in Europe.

President Isnard, in his customary overview, evaluated the effects of the expansion of the EU to 25 States and the deployment of new tools necessary to the control of the judicial domain. The consequences of the “Monti report” on deregulation and competition were brought up in light of their effects on the activity of enforcement agents and recovery.
President Isnard expressed his satisfaction with the status gained by Hungary within the IUJO and the important role that he played in this strategic European endeavour.
 
The Ukraine turns to the IUJO

After a brief address given by Mrs. Puiu, Mr. Mykola Shupenia's gave a very interesting speech. Mr. Shupenia, who has always tried to promote the status of the enforcement agent in the Ukraine, highlighted concessions recently made by the government in favour of this category of civil servant (wages, an increase in classifications, equipment). The minister did not omit any of the difficulties faced by our colleagues in a country whose institutions are unstable and where the enforcement professional's working environment can be hostile.

To finish up, Mr. Shupenia announced the project for creating a liberal enforcement agent profession in his country and declared his intention to apply for Ukraine's membership to the International Union.
Following the official opening ceremony of the congress, President Isnard and the Ukrainian minister had a long discussion, during which they discussed the possibility of the Union and the Ukraine working in close collaboration with a view to creating a liberal body of enforcement agents.

This desire for cooperation will materialise through the imminent creation of convention permitting the Ukraine to join the Union as an associate member.

A proposal will be drafted by IUJO and Mr. Shupenia has accepted an invitation to attend the next permanent counsel meeting in Paris.
