A Hungarian delegation at the Wisla Seminar in Poland - 24-26 May 2006
The national Chamber of the judicial officers of Hungary went to Wisla (Poland) from 24 to May 26, 2006. Within the framework of a seminar organised by the national chamber of the judicial officers of Poland our colleagues from Hungary had the possibility to present their system of execution, their results and their objectives
An interview in the Polish magazine „Nowa Currenda”
This meeting was the scene of a significant event, in particular the election of the new president of the national Chamber of the judicial officers of Poland in the person of Gabriel Pietrasik, who succeeds Iwona Karpiuk-Suchecka, the outgoing president. After his nomination, the president summarised his program for the next four years by specifying his objectives on an national and also on an international level.
The two representatives of the Hungarian delegation, Levente Zoltán, chief of delegation and Gyula Kovács, presidential member, responsible for the foreign relations, gave an interview to Nowa Currenda, the official mazagine of the Polish national chamber of judiciail officers, in which they outlined the current situation and the possibilities of the execution in Hungary.
They spoke about the methods which ensure the effectiveness of the legal execution while making possible the realisation of the balance of the execution between an effectiveness of 70% and the amicable enforcement, whilst always respecting the right of the parties.
They also mentioned the tariffs of the judicial officers in Hungary, the importance of their effectiveness, the need for their material profit-sharing by respecting the rights of the debtor at the same time.
They gave details concerning the training of the judicial officers, the conditions to their nomination, and the various statutes to fill to become an independent judicial officer.
They also stressed the importance to be able to obtain the necessary information on the debtor, including all information of the central registers which help to determine the seizable goods.
They found very important to mention the gradual principle of constraint of the execution, which means that the judicial officer uses the seizure on immovalbe as a last resort.
They also added that the Hungarian judicial officer continuously widens his activities by the service of the judicial documents, by auction sales and tax collection. they consider that it is this widening of their tasks which ensures the effective operation of the profession, because one realises „the European judicial officer " can only be created through these functions.
Importance of the Polish - Hungarian co-operation
After the appointment and the speech of the new president, the floor was given to the invited delegations. Levente Zoltán, the chief of delegation of the National chamber of the judicial officers of Hungary made known with the Polish colleagues the current situation of the execution in Hungary. He stressed in its speech the importance of the co-operation between Poland and Hungary and also at the international level.
They were also confronted with the problems which currently fade the effectiveness of the execution in Poland. To solve them, the National Chamber of the judicial officers of Hungary ensured its Polish colleagues of its total support.
Our Hungarian colleagues hope that their Polish colleagues will accept their assistance because the realisation of these reforms, which are inevitable for the development of the profession, is only possible with an open mind, through a co-operation exceeding the borders, and with determination and competence.
