5th anniversary of the judicial officers’ chamber of the Czech Republic

In Prague on 26 October 2006, the Judicial Officers Chamber of the Czech Republic organised on the occasion of the fifth anniversary of its establishment the international conference “Court enforcement – Practical experience and future in the region of Central and Eastern Europe”. Top representatives

The conference participants addressed the current situation as well as future development of the issue of court executions in the countries of Central and Eastern Europe, possible harmonisation of procedures, and practical issues of the European execution title and their effects on the execution practice.
The conference was attended by a number of prominent figures including, without limitation, the top representatives of the UIHJ - the President Jacques Isnard and the second vice President Roger Dujardin, the chairperson of the Chamber of Deputies of the Parliament of the Czech Republic Miloslav Vlček, the Minister of Justice of the Czech Republic Jiří Pospíšil, the President of the Hungarian Chamber of Judicial Officers Miklós Krejniker, the President of the Romanian Chamber of Judicial Officers Mihai Ducu, the Vice President of the Slovakian Chamber of Judicial Officers Jozef Horváth, the Vice President of the Polish Chamber of Judicial Officers Michal Redelbach, a representative of the Bulgarian Chamber of Judicial Officers Slavi Serbezov, deputies, senators, representatives of the professional chambers of lawyers active in the Czech Republic, representatives of the Supreme Court of the Czech Republic, judges of other courts, and judicial officers.

Enforcement practices in individual countries

The representatives of the UIHJ as well as the representatives of the chambers of judicial officers of the countries of Central and Eastern Europe informed the conference participants about the execution practice in individual countries in the region. The Second Vice President of the UIHJ Roger Dujardin made a speech dealing with the issue of the European execution title and its practical application in Belgium. The President of the UIHJ Mr. Jacques Isnard addressed the issue of the enforcement of court decisions as well as the general position of the profession of judicial officers in Europe.
The President of the Hungarian Chamber of Judicial Officers Miklós Krejniker delivered a speech about the current situation of executions in Hungary, their development, results, and the outlook for the future. He spoke about ten years of experience of Hungarian judicial officers as well as the problems they face in their work. The President of the Romanian Chamber of Judicial Officers Ducu Mihai similarly evaluated five years of experience with the profession of judicial officer in Romania and also spoke about cooperation established between the Romanian chamber and the UIHJ and the future prospects of the profession in Romania.
The Vice President of the Slovakian Chamber of Judicial Officers Jozef Horváth delivered a speech describing especially the development of court executions in Slovakia from their beginning ten years ago to the abandoning of the two-track enforcement of decisions realised last year. He also mentioned the prospects of the profession of judicial officers in Slovakia and their education. The education of Polish judicial officers was the topic of the speech given by the Vice President of the Polish Chamber of Judicial Officers Michal Redelbach who also addressed the topical problems of court executions in Poland and intensive cooperation of the Polish chamber with the UIHJ.

Five years of existence

The morning session of the conference devoted to the current situation of court executions in the countries of Central and Eastern Europe was concluded by the President of the Judicial Officers Chamber of the Czech Republic Juraj Podkonický who assessed five years of the existence of the profession of judicial officers in the Czech Republic and addressed the topical issues, especially the issue of the payment of costs of executions if the obligated person is a pauper, inclusion of judicial officers' claims for compensation of costs in the case of the sale of a real estate into the first or third group, and future objectives of the Czech Chamber of Judicial Officers.
The afternoon session of the International Conference was completely devoted to the discussion of specific practical issues. The foreign participants expressed their belief that the cooperation of professional chambers of this region will continue especially through and under the auspices of the UIHJ.
On the following day, 27 October 2006, the foreign participants of the conference, the Minister of Justice Jiří Pospíšil, and the representatives of the professional chambers of lawyers and the Supreme Court of the Czech Republic also participated in the morning official session of the ceremonial annual assembly of the Judicial Officers Chamber of the Czech Republic. The assembly especially evaluated five years of the existence of the Chamber of Judicial Officers of the Czech Republic and outlined its future prospects.

Silver medal of Antonin Randa for the President of UIHJ

In connection with the celebrations of the 5th anniversary of the existence of the Judicial Officers Chamber of the Czech Republic and visit of Mr. President Isnard and Vice President Mr. Dujardin to Prague, a number of other events and meetings with the representatives of the judicial power and the legislative and executive power authorities took place.

- The reception of the delegation of the UIHJ along with the representatives of the Judicial Officers Chamber of the CR by the Minister of Justice of the CR
- The press conference with the participation of the representatives of the UIHJ and the President of the Judicial Officers Chamber of the CR
- The reception of the delegation of the UIHJ along with the representatives of the Judicial Officers Chamber of the CR by the Committee on Legal and Constitutional Affairs of the Chamber of Deputies of the Parliament of the Czech Republic
- The interview with Mr. President Isnard on the Czech Television
- The working breakfast on the date of the international conference with the participation of the Chairperson of the Chamber of Deputies of the Parliament of the Czech Republic, foreign guests, and members of the Presidium of the Judicial Officers Chamber of the CR.
On the occasion of the 5th anniversary of the existence of the Judicial Officers Chamber of the Czech Republic, the representatives of the UIHJ, foreign guests, eminent figures of the legislative, judicial, and executive powers, as well as all judicial executors in the Czech Republic were presented with the commemorative medal and certificate of the Judicial Officers Chamber of the Czech Republic.
On 24 October 2006, the President of the UIHJ Mr. Isnard was presented, at the instigation of the Judicial Officers Chamber of the Czech Republic and by the Association of Czech Lawyers, with the silver medal of Antonín Randa for his efforts in the introduction and practical implementation of the institution of judicial officer in the Czech Republic in 2001 and for his efforts in the development of juridical sciences and practice and the international cooperation of lawyers.
The UIHJ warmly congratulates the happy recipient for this distinction that both honour him and the entire profession throughout the world.
