A Russian Delegation at the French National Chamber of Judicial Officers

The French National Chamber of Judicial Officers received in Paris on 16th November 2005 two high representatives of the Judicial Officers Department of the Russian Federation, through Acojuris Agency

A meeting organized by Acojuris

Acojuris has for aim the development of the French expertise on co-operation programmes financed by international entities (European Commission, International Monetary Funds, the World Bank...). Acojuris is in charge of the implementation of international cooperation programmes, notably the multilateral ones in legal and judicial matters. The French National Chamber of Judicial Officers is in partnership with Acojuris. Patrice Nocquet, Judicial Officer in Paris, is the General Secretary of Acojuris. In the framework of it programme, Acojuris organized the visit in France of a Russian delegation composed of Nikolay Vinnichenko, Director of the Federal service of Judicial Officers of the Russian Federation, and Andrey Belyakov, Director of the Enforcement Department of the Russian Federation. The delegation was accompanied by Agnes Lalardrie, Legal and Judicial Affairs advisor at the French Ambassy in Russia.

The delegation was welcomed at the headquarters of the French National Chamber of Judicial Officers by Paul Rochard, Vice-president (now president), Patrice Nocquet, and Mathieu Chardon, Judicial Officer and Member of the Committee of UIHJ.

A will to cooperate with UIHJ

This visit gave rise to the occasion of various informal and warm exchanges during which Mr Vinnichenko insisted on the importance of international exchanges, particularly in the field of enforcement of court decisions, in order to find solutions to improve the service of enforcement of court decision.
Quickly, the discussion came around UIHJ. Mathieu Chardon reminded that, on each of his visits to Russia since 2000, he never failed to mention that UIHJ was keen on opening its doors to the Russian Federation, but that no results came out of it. Mr Vinnichenko, who has the rank of a Minister and who was appointed at the head of the Service of the Judicial Officers directly by the President of the Russian Federation, said that it was indispensable for him to get close to UIHJ so that the Russian Federation can benefit from our organization's expertise and the numerous contacts it offers from the Member States around the world and from the international organizations.
At the end of these extremely open discussions, Mrs Lalardrie spontaneously proposed her assistance, through the French Embassy in Russia, to facilitate the first steps that should lead to the signature of a Co-operation charter between UIHJ, the French National Chamber of Judicial Officers and the Federation of Russia, to the likes of the one that was signed in November 2004 in Paris with Thailand. Jacques Isnard, President of UIHJ, declared himself very satisfied by the goodwill of the high representative of the Russian Federation and announced that the matter would be discussed during the next board meeting.
