The UIHJ participated from 9 to 11 September 2014 at the 5th International Conference organised by the Federal Service of Judicial Officers of the Russian Federation.

After having organised in recent years the annual conference respectively in Saint Petersburg, Kazan, Voronezh and Yekaterinburg it was the turn of Vladikavkaz, the capital of the Republic of North Ossetia-Alania located in Cis-Caucasia, to be chosen as the organising venue of this event.

Delegations from Armenia, Azerbaijan, Belarus, Belgium, Bulgaria, Czech Republic, Finland, France, Israel, Serbia, Slovakia and Vietnam joined the conference.

The UIHJ and Belgium was represented by Marc Schmitz, Belgian delegate to the UIHJ and board member of the UIHJ.

The President of the Republic of North Ossetia-Alania Taimuraz Mamsurov honoured the organisers by his presence, both in the formal opening session as in the cultural activity at the end of conference.

The Director of the Federal Service of Judicial Officers of the Russian Federation, Artur Parfenchikov, opened the conference and welcomed all participants. He drew attention to the importance of the choice of the conference theme for our profession. Effective search of the debtor and its assets are critical to a successful outcome of the enforcement process.

The congress focused on both presentations of the current situation in individual countries and suggestions for international collaboration in this field.

Marc Schmitz introduced the UIHJ Stobra Project 3 on transparency of assets of the debtor, closely related to the theme of the conference. Thus the Grand questionnaire of the UIHJ was presented to the participants of the conference and its assessment of the issues related to transparency of assets. A discussion followed this presentation on whether the active participation of the debtor by means of a declaration of assets upstream of enforcement or a greater access to public and non-public databases would induce a more effective enforcement.

At the end of the conference, the director of the Federal Service of Judicial Officers of the Russian Federation, Artur Parfenchikov, left no doubt that there will be a sixth international conference on Russian territory in 2015.
