Kazakhstan at the Gates of the UIHJ

Mr. Kairat A. Mami is the President of the Supreme Court of Kazakhstan. During the interview which proceeded with president Jacques Isnard at the time of the international conference of Astana, it clearly appeared that Kazakhstan wished on the one hand, to engage on a process aiming at creating the occupation of liberal and independent judicial officer, according to the model in force in France, and proposed on the other hand, to present its candidature in order to adhere to the UIHJ.

Objectives of Privatization

The introduction of the concept of the judicial officer to a private statute lies within a vast framework of renovation and modernization of the justice system in Kazakhstan.
For this purpose, penal justice has just undergone deep modifications with in particular the introduction of the Popular Criminal Courts.
The civil field is also concerned and the goals of privatization of certain sectors are pursued with immediate illustration such as the implementation of the liberal notary.
Regarding judicial officers, the will to bring a change to the current type of civil servant enforcement agents takes as a starting point a decision taken by the President of the Republic in 2001.
Since then, under the authority of Mr. Mami and the impulse of his tireless organizer, Mr. Irak Yelekeyev, Vice-President of the Committee of the Legal Administration at the Supreme Court, the actions carried out in favor of the independent judicial officer do not cease to intensify.

A Future Member of the UIHJ

Since the Washington congress, where he appeared for the first time, Irak Yelekeyev does not cease travelling Europe to enrich his contacts and experience.
According to Mr. Mami, Kazakhstan could choose a two-headed mode of exercise for the profession, with the maintenance of a part of the current civil servant agents and the arrival of the liberal and independent professionals.
In addition, the adhesion of Kazakhstan to the UIHJ was officially evoked with the imminent recording of the candidate as an associated member.
Kazakhstan will probably be solemnly greeted at the time of the Paris permanent council in November. Mr Mami and Mr Isnard discussed on the layouts of a future cooperation agreement comprising a particular aspect devoted to the training of the future Kazakh judicial officers.
The arrival of this Asian country, the first one resulting from the ex-Soviet block, constitutes without a doubt a new and decisive step in the actions of the UIHJ in favor of the globalization of the private statute judicial officer.
