6th Congress of the Portuguese Solicitadores
Participation of the UIHJ at the 6th Congress of Solicitadores in Aveiro on 17 and 18 October 2014
During the Opening ceremony of the Congress: Rui Carvalheiro, President of the General Assembly of the Chamber of Solicitadores of Portugal, John Stacey, President of the CEPEJ, Paula Teixeira da Cruz, Minister of Justice of Portugal, José Carlos Resende, President of the Chamber of Solicitadores of Portugal, Leo Netten, President of the UIHJ
Leo Netten, President of the UIHJ, Luis Ortega Alcubierre, Vice-Secretary of the board of the UIHJ and Françoise Andrieux, Secretary General of the UIHJ represented our organisation. The day before the opening was devoted to an international conference in the presence of António Costa Moura, State Secretary for Justice of Portugal. During this day the price of the Crystal Scale of Justice was presented to the General Council of Spanish Bars for a project entitled: "Legal aid online: better solutions for citizens" thus establishing the European Day of Justice.
The award, organised by the Council of Europe, rewards innovative judicial practices within the European judicial institutions. It was handed in the presence of António Costa Moura, John Stacey, President of the European Commission for the Efficiency of Justice (CEPEJ), and representatives of the Council of Europe.
The conference then focused on two topics concerning the practice of the profession of enforcement agent in different countries and the challenges of international enforcement. Françoise Andrieux gave an overview on the problems of the circulation of European enforcement orders and the execution of the European order for payment.
On this day also an agreement was concluded between the National Chamber of Portuguese Solicitadores represented by its President, José Carlos Resende, and the Association of Judicial Officers Property Managers of France represented by its President, Patrick Le Fur.
The following day, José Carlos Resende, Rui Carvaleiro, President of the General Assembly of the Chamber of Portuguese Solicitadores, John, Stacey and Leo Netten proceeded to the formal opening of the conference in the presence of Paula Teixeira da Cruz, Minister of Justice Portugal.
President Leo Netten insisted on the necessity of the emergence and sharing of best practices that are the basis of the harmonisation necessary to the establishment of an effective justice. Paula Teixeira da Cruz congratulated the Solicitadores for their excellent collaboration with the Ministry of Justice through their innovative proposals. The Minister of Justice expressed her satisfaction to President Resende as regards her expectations concerning the status of Solicitadores and enforcement officers, their involvement in the administrative field, the expansion of their competence in legal authority and the development of their electronic projects including auctions of movable and immovable goods.
The two days of work that followed approached several topics: statements of facts, court proceedings, future of Solicitadores, execution of administrative titles, property management, and sales of movable and immovable property.
During the closing session, Françoise Andrieux estimated that the sense of innovation of Portuguese Solicitadores should be an example for judicial officers worldwide.
