The Chamber of Solicitadores of Portugal organized on 7-8 October 2011 in Lisbon its fifth congress in the presence of the UIHJ, the Minister for Justice of Portugal and over 700 participants

Roger Dujardin, Vice-president of the UIHJ, was present at this fifth edition of the most important meeting of the Chamber of Solicitadores and shared his opinion about the challenges that professionals will have to face and overcome. One of the most discussed questions was the social role of the liberal professional as the enforcement agent.
More than 700 members of the profession, young professionals and students participated in this edition, in which was present the minister of justice, Paula Teixeira da Cruz, who has expressed her support to the Chamber.
Juan Carlos Estevez, President of the Consejo General de los Procuradores de España, also was present in this meeting that had a simple goal: perceive what is happening and discuss the future with everyone that compose or will compose the profession.
The evolution of justice, the Solicitador's role in the defense of citizens and companies rights, the enforcement in a scenario of economic crisis, the training and the opportunities - these were some of the themes in discussion during the two days and the first edition of the Forum of young Solicitadores was an important step to conquer these goals and to improve the union spirit. A more effective control, the creation of a good practices manual and the implementation of a quota program in the enforcement system were the most discussed topics in this congress.
In this context, an international perspective is always a positive and useful contribution. The Portuguese Chamber of Solicitadores is member of the UIHJ since 2003 and maintains a close relation with this institution that “promotes everywhere in the world the liberal profession for the judicial officers and enforcement agents”. According to Roger Dujardin, the enforcement agent has a social role and “is the cornerstone of the equilibrium between the economic interests of the creditor and the social needs of the debtor”. A social role that will only survive if an inter-professional dialogue exists, as said by José Carlos Resende, president of the Chamber of Solicitadores, who pointed out the permanent availability of the professional Class.
The Vice-president of UIHJ also emphasized that these meetings are not only essential to encourage the inter-professional dialogue, but also to guarantee the knowledge exchange, the standardization and the actualization of professional practices, becoming the way that will help providing better services to the country and humanizing Justice.
