Every Two Years, the European Commission for the Efficiency of Justice of the Council of Europe of which the UIHJ is a Permanent Observer Member Publishes an Evaluation Report on the Efficiency and Quality of Justice in its 47 Member States

Founded ten years ago, the aim of the CEPEJ is the improvement of the efficiency and functioning of justice in the member States, and the development of the implementation of the instruments adopted by the Council of Europe to this end.

Since its inception, the UIHJ is an observer member of the CEPEJ. It attends all plenary meetings which are held twice a year in Strasbourg (France), at the seat of the Council of Europe.

The UIHJ has developed extensive relationships with the CEPEJ. Its president, John Stacey, made a very noticeable speech at the International Congress of Judicial Official in Cape Town (South Africa), from 2 to 4 May 2012 (about this event:

The UIHJ participated in the development of the Recommendation Rec (2003) 17 of 9 September 2003 of the Council of Europe on enforcement. It also participated in the working group that drafted the Guidelines on enforcement and the profession of enforcement agent adopted on 17 December 2009 by the Council of Europe. It is a founding document to achieve harmonization of enforcement procedures and the profession of judicial officer in Europe and the world.

This is the fourth evaluation report drafted by the CEPEJ. This over 450 pages document is packed with very valuable information. The enforcement of court decisions (Chapter 13) is fully included.

The UIHJ welcomes the Herculean work achieved by the CEPEJ, its members and its secretariat. It contributes to the elevation of the public service of justice, a need for the citizen, a guarantee for democracy.
