13th National Congress of Procuradores of Spain in Cordoba: the Enforcement of Court Decisions at Hand for the Procuradores
From June 6 to 9 was Held in Cordoba the 13th National Congress of Procuradores of Spain Under the Theme of "Power of Attorney and Society: Towards Greater Social Integration of the Proxy." Meanwhile, the Spanish Government Decided to Entrust Procuradores the Monopoly of Enforcement of Judgments.

The Monopoly of Enforcement : Towards a Huge Victory for the Procuradores and the Spanish Legal System
Leo Netten, President of the UIHJ, and Françoise Andrieux, general secretary of the UIHJ, attended the event. Françoise Andrieux participated in the scientific works. The previous day, the delegation of the UIHJ and representatives of the General Council of Procuradores, whose president is Juan Carlos Estevez, met with Minister of Justice of Spain, Ruiz Gallardon.
After the service of documents, the Minister of Justice upheld the government's willingness to entrust Procuradores the monopoly of enforcement and the implementation of all legislation in this regard. We must welcome this historic milestone for the Procuradores of Spain. Indeed Spain is in perfect harmony with Article 33 of the Guidelines of the CEPEJ for a better implementation of Recommendation Rec (2003) 17 of the Council of Europe on enforcement. Article 33 calls in fact that enforcement officers shall have exclusive jurisdiction to bring into effect court decisions and to exercise all enforcement actions. This is a huge victory for our Spanish colleagues and also for the UIHJ which was a faithful and unwavering support of our colleagues for almost twenty years. The victory is just as huge for the Spanish legal system.
Modernize and Improve the Quality of Justice
The congress was inaugurated in the presence of the Attorney General of the State. For three days various presentations and reports were made by many speakers. Among the topics discussed, the case law on the profession, the social function of proxy, or the move towards a more modern justice. Throughout the days, various reports, as the case law on the profession, the social function of the attorney, or the modernization of justice were presented. Among the speakers were members of the government and the judiciary, spokesman for various political groups, academics, Francoise Andrieux and Luis Ortega Alcubierre, board member of the UIHJ.
The conclusions were adopted during the closing ceremony which ratified all requests Procuradores on the modernization of justice and the improvement of its quality, as well as international cooperation.
