Mr Mihai Ducu, president of Romania's National Chamber of Enforcement agents, has carried off a true feat by having the conference's closing session presided by President of the Republic Mr. Ion Iliescu.
This first international conference, snubbed by the Romanian Minister of Justice, was full of curious contrasts with the presence of delegations from France, Hungary, Poland, and Slovakia, who were for the most part lead by the presidents of their National Chambers, along with top-ranking members of their respective Justice Ministries.

The role of enforcement agents in Romanian society
The theme “The role of enforcement agents in Romanian society in the preparatory phase of Romania's European Union membership” was fitting, for only a few days earlier in Brussels, Romania had successfully passed over the step of “admissibility” to membership criteria, with some exceptions, specifically, in the judiciary sphere.
The opening session was presided by Mr. Gavril Josef Chiuzbaian, former Minister of Justice and president of the Romanian National Jurists' Union, and who was surrounded by the president of Romania's National Union of Enforcement agents, M. Mihai Ducu, presidents Iwona Karpiuk Suchecka (Poland), Miklos Krejniker (Hungary), Ladislav Agh (Slovakia) as well as Dariusz Potkanski, Jean-Paul Spinelli (France) and the president of the IUJO, Jacques Isnard.
Many other highly talented individuals participated in the debates, including Mr. Fuduli Anton, president of the Contanza court of appeals, Professor Vlod Barbu, and experts from the Polish and Hungarian Justice Ministries.

The president of the Republic of Romania is sensitive to the work of the conference
President Iliescu, author of the recent work “Integration and Globalisation. The Romanian Vision”, could not remain insensitive to the conference's work, which is exactly what he wished to highlight during his address:
“I wish to congratulate your for the organisation of this conference where you have succeeded in bringing together numerous international delegations around a common theme, a great matter of current events because it directly concerns the restructuring of Romanian society, whether in terms of justice, administration... A number of subjects that Romania must take into consideration for its integration into the European Union.”

The European purgatory
The President then retraced the Romanian people's path to European Union integration, recalling the process that was launched fifteen years ago, with the 1991 Constitution, amended in 1994. “Since 2003, we are in European purgatory... and the search for harmony to adapt our institutions to Community law has generated some problems that have not yet been entirely ironed out.”
Concerning processes and implementation, President Iliescu highlighted Romania's need to adhere to European structures to make relations with the European Union easier and to pursue work towards membership after the recent encounter in Brussels. He saluted the quality of the conference and the presence of international delegations “who have known situations similar to our own.”

French friends
Finally, addressing Mr. Isnard in French, the President declared:
“I thank you for the support you have given Romanian specialists in this field,
“French friends have always been our friends have always supported us in our work towards membership in the European Union.”
In the last address of this symposium, president Isnard affirmed the sensitivity of the international organisations present who shared this closing session in the presence of such an eminent personality. He emphasised the quality of the work “which would have undoubtedly been of great interest to you, Mr. President, since we spoke of Europe, of the creation of the Space for Liberty, Safety and Justice, but also of Romania's adhesion and integration... many subjects which I know are very dear to you.”

The impressive work of the Romanian enforcement agents
The president of the IUJO took this opportunity to pay homage to president Ducu and the Romanian enforcement agents by saluting the impressive work accomplished by our Romanian counterparts to rise to the level of their European Union colleagues.
“In 2007, Romania will join the EU, but your enforcement agents have already made it, since they are already a part of the IUJO and continue their progress by participating in or organising international meetings, as is the case today. Mr President, you may be proud of your enforcement agents, who contributed to representing Romania with dignity in Europe, even if at the internal level there are slight differences with the Minister of Justice which should be smoothed out thanks to the understanding of the competent authorities and with the active participation of president Ducu.”
Indeed, President Ducu, in his preliminary intervention, called upon the President of the Republic for his support of the bill, under discussion before Parliament, which calls for the partial reorganisation of the profession, which hasn't even been consulted, by the Minister of Justice.
The profession's mastery in organising such a large-scale event, only three years after the creation of the enforcement agent profession in this country, is particularly spectacular and shows all the qualities of the Romanian chamber, which is remarkably lead by president Ducu.
