Romanian judicial officers care for the future joining of Romania to the European Union

A large European panel

In order to give this event the magnitude it deserved, the president Ducu had invited a large panel of representatives of  European National Chambers.

Thus, we noticed the presence of Mr Agh (president of the National Chamber of Slovakia), Mrs Iwona Karpiuk Suchecka (president of the National Chamber of Poland), Mr Ditchev (president of the National Chamber of Bulgaria), or Mr Roger Dujardin (National Chamber of Belgium).

The UIHJ was represented by its president Jacques Isnard and Dariusz Potkanski, and also by its vice-president Roger Dujardin.

Enforcement in relation with the communitarian rulings

The opening ceremony was placed under the authority of Prefect Danut Galer and Mrs Valeria Puia, Director of Legal professions of Romania, who was representing the ministry of Justice.

Numerous personalities, some from the political world, attended the symposium, notably Senator Popa, tamona Bulcu, General Prosecutor, Vorica Costiniu, president of the National association of judges, Anton Fuduli, president of the Court of Appeal of Constanza, Corina Corbu, from the Superior Council of Judges, Alina Trandafir, Judge at the Court of Appeal of Bucharest, Christina Faur, president of the Court ofConstanza, Vlad Babu, from the University, and Judges C. Bogdan, L. Smarand and J. Prisacanau.It was in Constanza (Mamaia), in the fief of Mr Antoni Fuduli, president of the Court of Appeal and of our colleague Adrian Stoica, both assiduous participants of seminars organised by UIHJ, that the second international symposium organised by the Romanian Union of judicial officers took place.

The theme that was carefully chosen, “the status of judicial officers: distinction and comparison with the European standard status” highly showed how Romania, in particular its judicial officers, are keen on nurturing the future adhesion of Romania to the EU.

In their successive interventions, the speeches focused on the peculiar domains of enforcement in relation with the communitarian rulings. Furthermore, president Ducu confirmed his entire hostility to the Romanian law that provides for the sharing of enforcement with banking agents, who are forming a real parallel network that actually constitutes a private justice system ersatz, in contradiction to any rule of a State of Law.
 
The position of Romania in that domain was severely criticised by the participants.
 
The future creation of a training institute

President Ducu announced the future creation of a training institute and asked for the help of the Polish Chamber that has, with Currenda, a premium instrument at its disposal.

The ministry of Justice made an assessment report on 5 years of the current existing liberal profession. Some observations relating to tariffs, the number of Judicial Officers, the access to the profession and training were formulated by Mrs Puiu, Director of the professions.

UIHJ presented the various forms of enforcement in Europe, followed by the harmonised status of the European judicial officer (Mr Isnard), before concluding on the orientations made at UIHJ on the activities of judicial officers (Roger Dujardin).

A wide press conference

An unusual - due to its amplitude - press conference took place, with more than 15 journalists and television), and lasted nearly two hours. It brilliantly ended this high quality symposium, very rich in communications, as it allowed president Ditchev (Bulgaria) to conclude a close co-operation with president Ducu and the members of the Chambers of Poland and Romania, notably relating to training. It also allowed for Slovakia to announce an important reform of its procedural law regarding the service of document by judicial officers in the Slovakian legislation.

Everyone who attended the seminar appreciated the quality of the reception from our Romanian colleagues, and also from the Regional president, our friend Adrian Stoica, and of course president Ducu and the Romanian Union of judicial officers.
This great event surely calls for others...
