Meeting of the Expert Group on e-Service of Documents in the European Union
Participation of the UIHJ in the meeting of the Experts Group on e-Service of Documents of the Working Group on e-Legislation (e-Justice) of the Council of the European Union in Brussels on 1st February 2017
The meeting was chaired by Luc Ferrand (France), president of the Expert Group on e-Service of Documents. The UIHJ was represented by its President, Françoise Andrieux, and by its Secretary General, Mathieu Chardon.
It should be borne in mind that the multiannual e-Justice European Action Plan 2014-2018 drawn up by the Council of the European Union (2014/C 192/02) provides that the judiciary and relevant legal practitioners (such as lawyers, notaries and judicial officers) be involved in discussions in the area of e-Justice to ensure that the solutions developed correspond to the actual needs of their possible target groups. To this end, a Working Group on e-Legislation (e-Justice) was created. Within this framework, experts groups were created including that on e-Service of Documents chaired by Luc Ferrand.
During the meeting of 1st February, significant discussion took place on the methodology to be adopted in order to prepare a relevant questionnaire on the state of play of the European Union countries regarding electronic service of documents.
Mathieu Chardon presented the French model and its specificities. The very fruitful discussions and round-tables revealed a wide disparity in terms of electronic service of documents in the member states. This information will be very useful in the development of the questionnaire which will serve as a basis for further work in the expert group.
