The UIHJ participated on 19 June 2013 at the Council of Europe in Strasbourg in a work meeting in the framework of the Joint Program between the European Union and the Council of Europe: "Strengthening Democratic Reform in Southern Neighbourhood "

This bilateral meeting aimed at discussing the status of various activities implemented by the CEPEJ in Morocco. It was attended, for the Moroccan counterpart, by Najia Rahali, director of studies, cooperation and modernization, Ministry of Justice and Liberties of Morocco, Abdallah Boujida, President of the Court of First Instance (CFI) of Casablanca Abdelmati El Kaddouri, President of the Administrative Court of Agadir, Abdelzaziz Isserssif, President of the CFI of Sidi Kacem and Adberrafi Erouihane, director of training of clerks Secretaries, Higher Judicial Institute (ISM).
The CEPEJ consultants were Jacques Bühler, Deputy Secretary General, Swiss delegate to the CEPEJ, president of Saturn Group - Processing Time of the CEPEJ, Mathieu Chardon, 1st secretary of the UIHJ, Joao Arsenio de Oliveira, head of the Department of the Directorate-General for Justice Policy, Ministry of Justice of Portugal, member of the CEPEJ in respect of Portugal and a member of the Quality Working Group of the CEPEJ, and Helen Jorry, University of Versailles Saint-Quentin -en-Yvelines (France), member of the Research Centre "Versailles public institutions."
The Secretariat of the CEPEJ consisted in Giovanni Battista Celiento, coordinator for the Southern Mediterranean countries, Directorate General of Programs, Clementina Barbaro, Head of Cooperation Unit, Division for the independence and efficiency of the judiciary, and Iona Voelkel, Project Assistant, Cooperation Unit.
 
The session was opened by Giovanni Battista Celiento, with introductory remarks on the South Program. Exchanges were held with representatives of the Ministry of Justice of Morocco in various fields:
-    Developments concerning reform of justice and the implementation of the recommendations of the CEPEJ;
-    Activities in the pilot courts;
-    Launch of the evaluation process based on key data 2012;

Then exchanges have turned to the ISM, citing the latest developments in the training of trainers on CEPEJ tools and discussion of a communication concept for the presidents of courts.

The next topic concerned the pilot project on service of documents for the CFI of Casablanca, with the latest developments, including the report prepared by Jacques Bühler with the contribution of Mathieu Chardon. The quality report was also presented and a discussion was held on the possible launch of a project in this area.

The exchange then turned on the Administrative Court of Agadir and discussed the objectives for quality in 2014. Like the CFI of Casablanca, the quality report was presented and a discussion was held on the possible launch of a project in this area.

A Recording of a video on the application of CEPEJ tools in three pilot courts (TPI Casablanca and Sidi Kacem, and administrative court of Agadir) was made.

Finally, a joint meeting of the CEPEJ experts and representatives of Morocco was held to define the content of the CEPEJ questionnaire and the steps for implementing the satisfaction survey in the court of Sidi Kacem.
